Portugal is preparing changes to the payment system for the Imposto Único de Circulação (IUC), the annual vehicle circulation tax. From 2027, the existing payment calendar, which is linked to each vehicle’s registration date, is expected to be replaced by a centralised system with fixed payment deadlines.
The proposed framework aims to simplify tax compliance, particularly for taxpayers who own multiple vehicles, and reduce the risk of missed payments.
Under the new system, IUC will no longer be paid according to the month in which each vehicle was registered.
Instead, the tax will be assessed annually and centrally for each taxpayer, covering the vehicles registered in their name on 1 January of the relevant year.
This means that individuals and companies owning multiple vehicles will be able to manage their IUC obligations according to a common payment calendar, rather than monitoring separate deadlines for each vehicle.
The new framework establishes fixed payment periods based on the total amount of IUC due by each taxpayer.
The payment schedule will be organised as follows:
By introducing common payment deadlines, the system seeks to make IUC obligations more predictable and easier to manage.
A transitional regime is planned for 2027 to facilitate the introduction of the new payment system.
During this initial year, the following rules will apply:
Taxpayers whose total IUC exceeds €500 may also choose to pay the full amount in July.
These transitional arrangements are intended to support the move from the existing registration-based payment system to the new annual calendar.
The changes will be particularly relevant for individuals and businesses with several vehicles registered in their name.
Under the current system, different registration dates may result in several IUC payment deadlines throughout the year. The new framework will consolidate these obligations into a smaller number of fixed payment periods.
Vehicle owners should therefore pay particular attention to the new deadlines and ensure that their vehicle registration information is accurate and up to date.
For companies managing vehicle fleets, the revised calendar may also facilitate financial planning and the organisation of annual tax obligations.
The introduction of a centralised IUC payment calendar represents a change in the administration of vehicle taxation in Portugal.
By replacing individual registration-based deadlines with fixed annual payment periods, the new system aims to simplify compliance, improve predictability and reduce missed payments.
As the new framework approaches, individuals and businesses should review their IUC obligations and prepare for the applicable transitional arrangements.
